A possible, but not very elegant way to do is is to manually create a QGIS compatible legend .txt file.
- Save text below (>) as .txt
- add raster Globcover tif file
- right click properties
- Go to style
- select singleband pseudocolor
- load saved .txt file as colormap (N.B. Not as style)
