There is a plugin in QGIS called Metatools that can read/write metadata in ISO19115 format.

Can import to?. – Vassilis Sep 6 '11 at 10:11
Not sure. I was able to write metadata which was saved as an ISO19115 xml file. From the plugin author's announcement, the tool is very much beta. – maning Sep 6 '11 at 10:38
Metatools does have an "Import metadata" option. Also, both MetaTools and MetaEdit plugins are listed as "experimental," so to install them you have to go to the Python Plugin Installer Options page and click "Show all plugins, even those marked as experimental." – coelacanth Nov 18 '12 at 16:54

You could try the plugin Qsphere... its version 2.6.5 is very stable and works fine.

We're looking for long answers that provide some explanation and context. Don't just give a one-line answer; explain why your answer is right, ideally with citations. Answers that don't include explanations may be removed.

You may want to expand your answer to include some of the capabilities of the plugin and how they would specifically address the question. A link to it wouldn't hurt either. – Chris W Apr 28 '15 at 23:10
