I am looking for tools for regionalization / districting in GIS.

So far I have been able to identify

Is there anything else available out there? Especially something that will have no problems in dealing with quite large dataset [~ 1.3 million polygons]?

+1 Not sure if clustering is the right tag though. Should we have a redistricting (or districting) tag? After all, the reason for the census is to update districts. – Kirk Kuykendall Jun 2 '11 at 13:41

Actually, after looking at some of the links below, it appears that clustering also applies to polygons. I incorrectly assumed clustering only applies to points, so maybe both districting and clustering tags would be appropriate. – Kirk Kuykendall Jun 2 '11 at 16:44

I have used it some, but not for redistricting (yet!). Colleagues used it in 2000 (with ~200K census blocks), and chose to use it again in 2010. I think they found the Disaggregation/Aggregation tool for election results esp. useful. – neuhausr Nov 10 '10 at 17:01

There is Azavea's open-source District Builder. The source code is available on github.

Just stumbled upon this blog post. Seems like Python's PySAL library can handle regionalization as well.
