I was exploring the possibility of creating a simple Data Viewer based on QGIS.

I would like to create an simple application that will open QGIS up with a limited set of tools & menus. QGIS would open up with a given Project file and data (in shapefile format).

Preferably, I'll like to make a stand alone installation program, that will configure QGIS and copy the data like I have mentioned above.

Is something like this possible?

Yes, it is possible (but not sure if stand-alone program will be easy to create). And in several hours (or tomorrow) I will post here a link to the code that will cover a half of your task related to viewer creation (the server is down at the moment). – SS_Rebelious Sep 18 '12 at 13:15

As I promised: here is a tutorial on creating stand-alone app that is very similar to your description (scroll page to the bottom to see the result). Unfortunately it is in Russian, but I suppose google-translate will provide some help.

Also you may find some inspiration here (GeoApt spatial data browser based on QGIS).

Excellent!! This answers almost all of my answers except for the following: 1]This requires that QGIS be installed on the deployment target machine. Is there any way or combining the installation of this along with QGIS, so that both get installed? 2]How would I get a .qgs file to load, which would be used to save the rendering for 3 different shapefiles? – Devdatta Tengshe Sep 19 '12 at 10:34
1)Yes, it is possible to have QGIS and your app to be both installed on one machine. But the details of exact realisation are up to you. 2) Not sure if I understand what are you going to do. Please, consider to post it as a proper separate question. – SS_Rebelious Sep 19 '12 at 13:42
