Where can one find GIS shapefiles for all of California's municipal jurisdictions (cities, counties, special districts, JPA, CFDs, etc.)?Edit

Question

Cities and counties are easy but I've been digging a while for the other information and haven't had any luck. Particularly interested in water districts and some of the more major JPAs -- for instance something like the Southern California Public Power Authority.

Any insight would be much appreciated!
