I understand this is all free advice here in this wonderful exchange but I want to say that if what I am asking is above and beyond free, we can discuss offline a small consultative gig for you by contacting us.But here is my specific challenge: The client has 50,000 complete addresses across the US.

They want to link each street address with its corresponding congressional, state senate and state house district. The shape files are here: http://www.srrproject.org/resources/redistricting-shapefiles/#shapefiles-content.

I am looking for step by step---aka, For Dummies--- instructions on how the client may accomplish this task on a regular basis using the shape files mentioned above. For example, what software, what to load, how to import & export.They want to input addresses and output addresses with districts. It can be done by state by state but in one step nationally is better. Simple is best. Thank you.

This could be done using Google Geocoding service to get coordinates for addresses (limited to 2500 requests per day), and then using a Python script in QGIS to match coordinates with political districts. Most of this could be done using cookbook scripts found on the web. – L_Holcombe Oct 10 '12 at 21:06
