I am beginner in GeoServer. I was able to do some task by my professor they want me to change different size of points in map of GeoServer example

I have my database named "PLACES" then these are the data inside the database.

Name          Place     Addr:city   
Baluarte                Vigan
Ayusan Norte            Vigan
Barangay 8    Village   Vigan
Chinos                  Los Baños
Casubha                 Los Baños

Then I want to enlarge the labels and points of addr:city before the small cities in the field name how can I do that is that possible?

How will you determine whether a city is big or small? Can you post an illustration of the output that you want? I think we're going to need more information as we can't tell what the big cities are based on your data alone. All we have are city names. Nothing to indicate the city sizes.
