Can I create a 3D model in QGIS or is there some model for 3D city model?

Can I create a 3D model in QGIS or is there some model for 3D city models? I need these information for my project.

Does QGIS even have an "official" 3D renderer? I have seen plugins for it but yeah, I would be somewhat surprised if it was anywhere near the capabilities of something like CityEngine.

There is QGIS Globe. You'll need to run QGIS on Linux though (Source http://sourcepole.ch/the-state-of-qgis-globe).
