Don't know much about GIS. Is it common practice to consider DC part of Maryland and not a "state"?

It's definitely incorrect to consider it a part of Maryland. As others point out, this probably isn't the best forum to address it. File a bug report with OpenStreetMap. – Sean Feb 9 '13 at 3:13

It's obviously politically incorrect, but before filing a bug with OpenStreetMap specifically, I was wondering if it's a common GIS practice to geographically consider DC part of Maryland.
