The River Bathymetry Toolkit (RBT) is a flood analysis addon for ArcMap 10.X. Seems potentially versatile enough to also be utilized in ocean level rise, and other uses? Originally developed by USDA Forest Services - RMRS, it is distributed by essa.com apparently under a "free" single-user license. I have seen it used in natural hydrology projects and think it has real potential as a Qgis plug-in.

Any coders or sponsors interested in working with us to approach these guys about adapting it for Qgis?

I don't think this is a good fit for the Q&A format on GIS.se. – BradHards Feb 18 at 23:47
I think that you should post this to the chat maybe? – Devdatta Tengshe Feb 19 at 3:10
