How I do raster map geocoding?

I have raster image and I am using ArcGIS 9.3.1 so how its' possible?

What you want to do is called "Georeferencing". You have to use the "Georeferencing toolbar" in ArcMap:

  1. Add your reference data. Zoom to the extend which the raster data has approximately.
  2. Add the raster data you want to georeference
  3. On Georeferencing toolbar click Fit To Display.
  4. Use Add Control Points tool to add control points: Fist click on the position in the raster data, then on the position in the reference data. Add about 10 or 20 control points (it depends on your data).
  5. Click Georeferencing and click Update Georeferencing to save the transformation information with the raster dataset.

Read help for more information. This video shows Georeferencing in ArcMap.

I think you mean georeference a raster image: Use the georeferencing toolbar (right-click on a empty space on the toolbar to activate) . More info: http://webhelp.esri.com/arcgisdesktop/9.3/index.cfm?TopicName=Georeferencing_a_raster_dataset
