I am writing a Java client application that needs to make use of USGS Small Scale Shaded Relief images served as tiles.
The supported interfaces are REST SOAP WMS as described at the bottom of that link.
Ideally, I would like a (preferably Java) API to take a set of parameters (e.g., base url, lat/lon bounding box) and hand back an image that has been stitched together from the various image tiles.
Short of that, I would like a better understanding of the EPSG:102113 coordinate system, and how to map latitude and longitudes to that coordinate system in order to properly formulate the URL request. In addition, does the location of the tiles expressed by that coordinate system need to be know a priori? If yes, where can this information be obtained?
