I'm working with zip codes, and I'd like to have each zip code polygon have a uniquely colored border with a corresponding label color. So, ideally, zip code 12345 would have no fill color, a blue border, and a blue label. I'm hoping to do this using ArcMap 10, not PhotoShop if possible.

If you're working with contiguous ZIP codes, then relying on border color alone to differentiate them will not work. This is because at least part (if not all) of the boundary of any given ZIP polygon will be obscured by the border symbology of adjacent polygons. Furthermore, unless you have only a few ZIP codes to map, you'll quickly run out of distinguishable colors. I suggest a different strategy for your symbology. –  user3461 Mar 21 '13 at 17:36

@GeoKevin I'm not so sure about your first concern. You could apply a negative offset to your boundary line so that it becomes a line internal to the actual boundary which will not be overlapped by adjacent boundaries. Furthermore I believe the default line symbol placement is centered on the boundary, so that only half of the boundary would actually be obscured assuming they are all the same width. –  blah238 Mar 21 '13 at 21:17
The negative offset would help. It would still be a very colorful map that is hard to read if there are more than a few ZIP codes. I think a four-color map would be easier to read. –  user3461 Mar 22 '13 at 11:31
