This question appears to be off-topic. The users who voted to close gave this specific reason:

  • "Questions seeking help to debug/write/improve code must include the desired behavior, a specific problem or error and the shortest code necessary to reproduce it in the question itself. Providing a clear problem statement and evidence of a code attempt will help others to help you. See: How to create a Minimal, Complete, and Verifiable example." – PolyGeo

You need to have an ArcInfo license (checked out). Then call the ESRI.ArcGIS.ConversionTools.FeatureclassToCoverage geoprocessing function

These samples should give you an idea on how to call it from .NET - it should be doable from any of the other languages that support COM.

I found this forum where another user discusses and presents some vba code for doing what you are trying to do: http://forums.esri.com/Thread.asp?c=93&f=982&t=51315
