Arc2Earth does this using Google Maps Engine. Arcmap can load a WMS layer, and Google maps can be retrieved via WMS. – Kirk Kuykendall Jul 5 '13 at 12:16
hi kirk - A2E does not use GME for this, it hosts the Google Maps API locally. FWIW, when you add a GME WMS to ArcMap, it does not include the base maps (streets, imagery etc) – bFlood Jul 5 '13 at 14:30
Hello Kirk. Is your approach such? 1) Publish Google Maps in ArcGIS Server. 2) Create mxd file from this service (drag this service on the Table Of Contents). 3) Display mxd map in the normal way. – novicegis Aug 13 '13 at 10:33
