I am looking to create a map that shows the commuting patterns in between counties.

I am using data from Table 1 at this link.

Obviously it will be formatted in a different way.

Any ideas?

Also, here is a picture of a previous map done that is achieving the same effectenter image description here

You have an Esri tag but are you planning to use ArcGIS for Desktop 10.2 to do this? – PolyGeo Sep 26 '13 at 20:44
yes sorry. and i am only working with 9.3 – AvidDabbler Sep 26 '13 at 21:21
As it stands I believe your question is too broad. There are many cartographic and data manipulation techniques in that map. My recommendation is that you focus this Question on whichever one of those is the most important for you to solve first. You can then research and post additional Questions for any other map requirements that you still need solutions for. – PolyGeo Sep 26 '13 at 21:53
If you are looking for the TECHNICAL way to get lines between all of the counties (probably generate county centroids, first), check out this question: How to write a script that will automatically draw lines from one point to multiple destination points? (ArcMap 9.3). – RyanDalton Sep 26 '13 at 22:16
