The postgres user is normally hidden under Windows 7. You can delete it only in the Command Window with net user postgres /delete The postgres service can be deleted with sc delete postgresql-8.3 (or whatever version you are running). From a review of this ArcGIS Forum Discussion it looks like Esri are working on it. My recommendation is to also pursue it through your local support and ArcGIS Ideas if that does not meet your requirement.

I ran into the same problem recently and you don't need to apply a patch (especially as the patch is now older than the latest release by about 4 years!). The new binary version simply does not allow the -W switch (at least not in Windows) and you will get the error message: illegal option: -- W However, the -h help documentation is misleading ...
