What sort of mapping tasks are you hoping to do? Simply displaying features? Allowing users to query for features? Buffer / intersect / other geoprocessing tasks? Create new data?

These rules apply to UAV/UAS under 55 lbs. Supposedly they are working on creating rules for smaller systems, say under 5 or 10lbs which would wave the license and line of sight requirements but nothing concrete has come out on that which puts the timeframe for the actual rules 1-2+ years out.

If it is returning degrees then your projection is in degrees, most likely wgs84. You'll either need to reproject to a different projection that uses meters or feet in its coordinate system, or cast the points as geography. The geography based system returns meters, but the calculations are slower.

Not necessarily, but depending on the size of the data your hosting and the types of operations you're running a database could help. PostGIS has built in functions for finding distance, intersects, etc and is a good way to store and serve up data. For example, it can respond to a query with a geojson of your spatial data, and you can display that geojson directly in a Leaflet or Openlayers map.
