Yeah, the way I have it set now needs a temp table. I'm a big fan of temp tables because I get sketchy data that needs to be cleaned and verified, but if you have confidence in what you've got coming in you can alter the function to pull the county number from an intersect query. The plpgsql docs will help you out with the syntax you'll need to capture and pass the results of the intersect query.

ogr2ogr will expect the OGRVRTLayer value to match the csv's file name, in this case you'd replace "test" with "parcel". You may also want to add an entry for the LayerSRS value to set the coordinate system. If not, it's no big deal since you can use Toolbox to fix it later.

Create a lookup table that translates the integer value to text, join the two in a view and display the view in QGIS. When you create the view you'll have to include a field that has a unique integer value for each row otherwise QGIS won't display it.

ST_Intersects will return each segment as well. If you're just looking for a list of names change your select to SELECT DISTINCT r.osm_name. Change osm_name to whatever your name field is.

Correct. What it will do is create a new schema called sde and put all the sde related stuff in there. It won't actually touch the data in your existing tables, they will remain PostGIS geometries. You can still view and edit in non-ESRI software, however, if you version your data non-ESRI software will ignore those versions and edit the table directly which may screw up your versions. I think it would but I haven't tested that assumption.
