You could download the California Primary & Secondary roads shapefile (a 13MB download) and clip them with the San Diego County boundary. If your existing layer is based on TIGER you could also look in your attribute table and pull records with S1100 or S1200 in the MTFCC field.

One thing that helped me was to do the two left clicks to create the points, then move the mouse off that last point before right clicking. I wish I had a Mac to test it on, but this method works for me on Windows and Linux.
