use addgeometrycolumn() if you're using a version of PostGIS older than 2.0, from 2.0 forward geometry_columns is a view that is autopopulated. When you add a new geometry column and typemod it to a certain SRID that SRID is picked up by the view automatically.

As to why it is working if you look at the script itself it does not import glob, the module python needs to do file expansion. It is literally looking for a tif file named *, not all files that end in .tif.

Do you have a spatial index on your lightning strike table? An index on the table with your country's boundary probably wouldn't make much difference since it is just 1 row.

Yes, 4326 is the EPSG code for WGS84 lat/long. That's the system that GPS uses, and most of the time when you see coordinates in lat / long they're WGS84 coordinates. Another common one is NAD83 lat/long which I think is EPGS code 4269. You'll see it if you use TIGER data directly from the Census folks. The points you didn't need to use ST_Transform were in the NAD83 lat / long, which is very similar to WGS84. So that's why it worked without re-projecting your points.

It can be faster, especially if most of your work is being done on the database side. Another benefit is you can create a function that you can call from queries. You can use that function in QGIS to display your data, or as part of a web application.

In addition to Evil Genius' answer below, double check to make sure the PostGIS extension was installed in your database. Unless it has been added to the default template PostGIS won't be in a newly created Postgres database.

I agree, going through unixODBC is extra, unnecessary step that adds a middleman between you and your data. Other than that the example that Joschi was working from looks really good. I'd check out PL/R as the example mentions down towards the bottom, it brings R directly into your Postgres database.

Does it start up if you're not connected to the internet in general or only if you block it through the firewall? QGIS will check for updates to the main program itself, but I think only if you force the check. The only other place it might be going out looking for stuff is in Settings -> Options -> Network. Clear the WMS search address and see if that helps.

Note on the RAM: Until ArcGIS 11 comes out ArcDesktop is 32 bit only, and as such will only use 4GB of RAM. Radar's right, what you've specced will do just fine. Good luck!
