Switching to ol-debug.js did show that it wasn't getting the projection information it needed, your post showed me how to correct that. Thanks!

The projection fix got the map tools to load, but not my map. That's a separate issue that I'll work on and start a new question if needed. Thanks for your help! I fixed the 1.3.0 as well, 1.3.1 was the version of the Capabilities report QGIS server puts out, the WMS service is still a 1.3.0.

Nope, same result, though I'm sure that this solves the next problem I would have had getting this running. Also, EPSG:2966 is in ft, I assume units: 'ft' is correct, or no?

use addgeometrycolumn() if you're using a version of PostGIS older than 2.0, from 2.0 forward geometry_columns is a view that is autopopulated. When you add a new geometry column and typemod it to a certain SRID that SRID is picked up by the view automatically.

As to why it is working if you look at the script itself it does not import glob, the module python needs to do file expansion. It is literally looking for a tif file named *, not all files that end in .tif.

What are the specs for your database server? Hardware might be an issue. Also, would you mind posting the full output from EXPLAIN? It may shed some light on the slowest part of your query and give an idea on how the query may be optimized.

Do you have a spatial index on your lightning strike table? An index on the table with your country's boundary probably wouldn't make much difference since it is just 1 row.

Yes, 4326 is the EPSG code for WGS84 lat/long. That's the system that GPS uses, and most of the time when you see coordinates in lat / long they're WGS84 coordinates. Another common one is NAD83 lat/long which I think is EPGS code 4269. You'll see it if you use TIGER data directly from the Census folks. The points you didn't need to use ST_Transform were in the NAD83 lat / long, which is very similar to WGS84. So that's why it worked without re-projecting your points.
