I think this is a possible solution. Strangely, I am not facing this problem anymore. And I can't remember what I did. Maybe running the setBaseLayer immediately after initialization does the trick. Anyway thanks.

The first layer, layer[0] will be visible by default. But as I have stated in my question, I don't want to change the map order.

No, it doesn't work. isBaseLayer only defines whether the layer is a base layer. We can have many different base layers, but only one can be set at any time. You can try add a few layers to understand what I mean.

@DevdattaTengshe, err, it's not related to the problem I am facing. Panning and zooming the map with touch is not a problem here. My problem is more on making map.events.register("click".. to work with touch device.

@DevdattaTengshe, it's an Android. I know that Android browsers are not capable of multi-touch. But this is regarding single touch.

I didn't make popup a global variable because I have 100 markers. Therefore, I created a function to generate the popups and dynamically add listeners to destroy them on a mouseout event. Creating an array to store the event listeners may require more memory. Could the way that I am assigning the listeners be causing the problem? Thanks for your help :)
