comment Setting symbol descriptions of ArcMap layout legends from table?
I solved the problem of having to make descriptions and lookup codes match, see my answer.

comment Recommended ArcGIS Server and RDBMS layout on these two machines?
yes @Vince, by the numbers new hotness has lower CPU megahertz, but the chip is several generations newer and has on board cache and some other stuff I don't understand. I was unable to find a (clear) report which could tell me which is in fact faster in the real world. The physical drives are slower, but the backplane is faster; I dunno what the limiting factor is/are. RAM is a bit of a canard, since it's the easiest and cheapest thing to attack (if we find ourselves constrained there we can change it quickly).

There isn't a 1 step solution, combine gis.stackexchange.com/questions/58485/… with Branco's answer below.

right idea, but can be even simpler: Spatial Join creates a field automatically called Join_Count, which is the number of times the Join Features (the points) intersect the Target Features (the polygons). (NB: other relationships besides /intersect/ can be used.). Also, you don't need to export, just use a Definition Query on the Spatial Join result to select only Join_Count > 30; see Displaying a subset of features in a layer

comment Setting symbol descriptions of ArcMap layout legends from table?
An interesting idea that might work in some situations. It won't work here though because the description table is just a table, there is no geometry. One could join the geometry and descriptions, but I'm not interested in that extra work or performance hit for this project.
