Well, I debugged the code where I get to the line as quoted in the question, and it shows "VIEWER.STREETS" as the featureclass its trying to open (in the exception, even though I am only passing in the source name of the featureclass without the schema owner details i.e. "STREETS"). The exception says "VIEWER.STREETS" does not exist, and that's kind of right as it's technically "EDITOR.STREETS", as "EDITOR is the data owner. In the test, I am connected to the workspace using an account - "VIEWER" with rights/permissions to view EDITOR data.

But you can't have everyone accessing the database with schema owner credentials or sde connection with those credentials.
