comment Change Data Source of Raster Layer Added to Map Display? Unexpected default
@bleegp Would you be able to edit your question to expand your code snippet to one that works up to where you are stuck, please?

comment Change Data Source of Raster Layer Added to Map Display? Unexpected default
Welcome to GIS SE! As a new user be sure to take the Tour. Your answer here references a layer object (obj_lyr) and library (os) that the asker is not using. I recommend that you edit your answer to more closely address the question.

comment Updating (or using) Arcgis 9 Extension to Arcgis 10.1
Alternatively, you could try contacting the author of that tool, who may already have a suitable version, or be in a position to quickly create one.

comment Updating (or using) Arcgis 9 Extension to Arcgis 10.1
If there is not a later version of that extension available, then I think you should try installing the version built for 9.x with 10.1. I think there is a chance that it will just work but if it does not then maybe it will give you some information to debug/upgrade it.

comment JoinField General Function Failure[featureclasName]
I have not questioned whether a table called "tb3" exists, the problem is that the code snippet that you presented to us uses a variable called tb3 that you do not set.

comment JoinField General Function Failure[featureclasName]
A simple Join Field would be running that tool from its tool dialog. Your comments on my answer about this being run from a Python toolbox leave me wondering whether the code you have presented is just a few lines that you have copied from that *.pyt or a standalone code snippet in a *.py that we can run from an IDE like IDLE. I think you will make much quicker progress towards getting the parts of your application working if you focus on making sure that test snippets from it each work.

comment Why do northern california river mouths face north west?
I'm voting to close this question as off-topic because it is about general Geography rather than Geographic Information Systems.

Welcome to GIS SE! As a new user be sure to take the Tour. Although your question is about Geography, it does not seem to be about Geographic Information Systems: meta.gis.stackexchange.com/questions/3416/… I think your question may be a better fit for Earth Science.

comment Is there any web-gl js libraries for creating 3D bar overlap city map?
Your question still seems to be seeking a list of options for you to choose from, and three have already been offered. Our remit (see the help center) is focussed Q&A about actual problems you face using GIS rather than putting together lists of software options, etc. If you try one of the options already offered and get stuck then that should provide you with suitable content for a new Q&A about it.

comment JoinField General Function Failure[featureclasName]
You have not presented a working code snippet, and I suspect that your code is not working (when my test does) because you may be masking error messages using try/except statements. I cannot see how your line fd = [f.name for f in arcpy.ListFields(tb3)] would fail to throw an error because you have not set tb3 from what I can see.

comment type mismatch: 'esri_8' when using field calculator
I'm confused by your last comment. Perhaps you can turn it into a slightly expanded self-answer to let us know what you did to get past where you were stuck.

comment How do I color XY coordinates with different colors in ArcGIS for Desktop?
I think you should look into Unique Values symbology.

comment Debugging Packaging successful but publishing failed error message?
As it stands your question is little more than a screenshot of an error message and a "please help". For this to be re-opened and to try and attract potential answerers I recommend that you include a detailed description of what you did and where you are stuck, the text of the error message (so that it is useful for future searches) and generally follow the advice at meta.gis.stackexchange.com/a/3353.

Welcome to GIS SE! As a new user be sure to take the Tour. A very similar question has been asked previously so I recommend reviewing that as part of your question: gis.stackexchange.com/questions/94633/… As it stands your question is too broad because when you ask for a step-by-step explanation in a one sentence question it sounds like you want our volunteers to do all the work when you have not shared your research so far into trying to answer your own question.

There is a Q&A at gis.stackexchange.com/questions/126846/… that may be worth you reviewing.

I agree with @Paul that this sounds like a use case for tool validation. Do you have your code so far as a snippet that you can include in your question?

I'll trust your terminology rather than mine @KHibma so I've edited my question.
