Would you be able to edit your question to include details like your ArcGIS for Desktop version, and whether you are seeking to apply all 70 fill colours each time you add a layer from a shapefile, please? If it is the latter than perhaps making a single layer file that you "clone" and change the source of will work.

Some of the techniques that you will need to do this are described in @Geog's answer to gis.stackexchange.com/questions/24450/… Would you be able to edit your question to indicate how far you have gotten trying to use ArcPy to replace/drive Data Driven Pages for your application, please? Also, to try and focus your question from another direction can you include a picture of what a single Data Driven Page from your may should look like. Also, include the version of ArcGIS for Desktop that you are using.
