You say "I don't think the code needs to be more described, because everybody can see what I want to do here from the code itself." but I am going to be honest and say that without dissecting it in detail, you cutting it down some more, and/or you providing more in-code comments, I have not been able to discern its intent despite having taken quite a long look at it.

I think the question you may be trying to ask is "Does attribute indexing speed up arcpy.da cursors?" If so, I suggest you change it to that before anyone attempts an answer. However, we really need you to get into the habit of telling us more background to your questions like the software and version, where the data is stored, etc.

I recommend that you start by making a simpler tool first. This one does not sound overlay hard but if you have not done it before then you will need to learn to walk before you can run. Please edit your question to describe a single specific step where you are stuck to show what you have tried.

I actually don't think that outside loop even needs to be shown to us. Looking at one of the two inside cursors would be more bite-sized for here but I am going to leave this question. I would still like to see you focus your question much more before re-opening it.

Your first line of code uses two variables that we cannot see the values of. I think you should print them before they are used and show us what gets reported but I agree with @Vince that you need to do a lot more work focussing your application down to working snippets to test single rather than multiple aspects before they become on-topic for GIS SE answers.

If you do not know what ArcPy is then I recommend googling it. You have not supplied a working snippet of ArcPy code so I suspect it will be hard to convert it to C#.

Sorry - I am not at all clear about what you are asking. Your code does not look like a working snippet and it contains three cursors. The first uses arcpy.da but the other two are old style, known to be slow, cursors. If you are going to try and work out where your time is going search on 'arcpy performance timing' and implement some. If you want a quick improvement just replace those two old style cursors with arcpy.da.

@gcarrillo I agree that using tags wisely is a big help when potential answerers are searching for questions. However, I think flagging (or at least voting to place On Hold) is more likely to be done by the 114 3,000+ rep users than one of the six moderators. It looks like the symptoms emerging from your tests are changing so I think you should edit your question to show exactly what code you are running to produce this error. I think printing out variable values rather than leaving us to guess what they may be set to will make this very easy to answer.

I think your question will be much easier to answer if you edit it to focus on why just one of your examples is not working. Taking your first example, what are the variable name94, name95 and TablesView set to when you run it? I recommend adding print statements to one of your code snippets to show us along with the precise error message that is thrown by that code snippet.
