@user1634292 yes, you specify the spatial reference for your tiles when you create them. How you do this varies on the tool(s) you're using.

You could do this with a mouse move event listener but it would be easy to implement poorly. By default, you click and drag to pan (or use two-finger drag on macs with a trackpad). Have you disabled this in your app?

@user1634292 TiledMapServiceLayer is the parent class of ArcGISTiledMapServiceLayer. If you're using tiled arcgis server services, use ArcGISTiledMapServiceLayer. TiledMapServiceLayer is also the parent class for a few other classes in the API: WMTSLayer, OpenStreetMapLayer, WebTiledLayer.

What I posted works with 3.4, and using a memory store instead of itemfilereadstore shouldn't make a difference. Are you including the CSS I posted after you include the dojo theme style sheet (like tundra.css or claro.css) and the esri.css stylesheet?

If you could isolate the code causing the problem and post it we could get to a definite conclusion. As long as you access your proxy over https, it doesn't matter what the proxy is on the server.

Since you mentioned fiddler I'm guessing you're using IE? Can you post code that reproduces what you're seeing? We've had bugs in the past where we mistakenly loaded resources over http but those should all be fixed at 3.7.
