Thank you for your help and apologies for being so late... What I did to work it out is: since I had same format of clusters, I tracked which layer appears first and which layers follow and then map accordingly in ArcGIS before conversion. This worked for me.

thank you for the help. Its working with a little discrepancy. Somehow the order changes when it is exported to GE. Previously I had been using full area and districts in one layer and the idea of dealing them separately helped a lot. Any idea as to why the order changes after export and thin layer hides under the thicker one. As in the graphics I shared I'm using similar technique but no idea why the order changes.

@mr.adam Thank you very much for your response. I have added the output for your convenience. Additionally, I'm using two more layers for labeling. I have no idea why, but labels on polygons do not show up in kml.

@Martin I want 12 locations in each polygon. I calculated the centroid and used it as one location. In this way I did not have to mark all the points and with a single command each polygon had a point in its center. The points may be anywhere but within the polygon.

Thank you Lauren, it seems a good idea but doing this for every map, as I have a large number of maps, is very time taking. Right now I'm using adobe to manipulate my maps n that helps me with good resolution. I simply overlay one map over the other using adobe. I'll be using your idea if I have lesser maps to create... Thanks!

@Michael Miles-Stimson over here as well, in one map, one of the symbols did not display, after applying transparency to the legend's pseudo layer, the xps print gave the desired result...

@Michael Miles-Stimson now thats a good piece of advice... ;) yes it worked. Though I used xps writer. One more thing worth noting is that when I added a pseudo layer for legend, and gave it a little transparency, symbols for one of the maps were shown up in legend too! although with other maps, partial visibility occurred...

thx for this useful post. But if I had an issue with all the symbols on the map then I could think of this as an issue but as mentioned in comments too, my display of symbols over the map is good but in legend it appears problematic. there needs to be some way out to this. what do u think...?

I don't understand y legend fails to display them while the same symbols r being displayed on the map clearly. I also tried adding a layer dedicated to legend but it dint work as well...
