comment QGIS - Changing Legend Size with Python
In the composer window there is an option to word wrap on a particular character sequence. I am afraid I am ignorant of the Python API (todo list) but you might see if the newline escape sequence '\n' could be inserted programmatically into your legend strings. Or use a mesh of the composer and scripting to achieve a smaller width.

Was your map displaying correctly before the DOCTYPE change? A returned vnd.ogc.se_xml is usually a sign that the requested resource had an exception. As in a poorly structured request. The error is just saying that it expected an image but got a XML instead.

Just a guess but looks like maybe an overflow problem? The change occurs at what looks like a break point or elevation. Have your tried changing short to long for height's type?

My last suggestion would be to either do post-processing (ie. remove non-Brazilian locations from processed listed) which may be extremely easy if most of your audience is Brazilian. Or contact the LACNIC and see if they can help you. *As with all GIS work there is a trade-off between accuracy and the amount of resource you devote to a process, if you can get a reasonable sub-sample even with data loss, then I don't see a problem.

MaxMind got my location correct too. Unless you are going to build the database yourself I don't know of anyone who does a regional IP database because IPs can change so much. I was trying to illustrate that DBs like this would be impractical.

To add: I think your requirement about finding only Brazil IPs is going to be... unobtainable. By definition the internet is a fuzzy place. IPs may give you a location but that doesn't not mean it will be the same place tomorrow in the next minute. Also IP addresses are a kind of commodity, a ISP may sell off a bunch of IPs to someone thousands of miles away. So you are going to have to look at everything at once to my best knowledge.

Could you explain your workflow with a little more detail? Are you creating a KMZ in Arc, then editing in Earth, and finally moving it to your Garmin? Just edit your question with more detail please.
