comment Getting a list of zip codes with its adjacent zip codes
ESRI offers free ZIp Code Boundaries, arcgis.com/home/item.html?id=8d2012a2016e484dafaac0451f9aea24. You need ArcGIS to use this layer.

comment Python + GME (Spatial Ecology) + Subprocess.call
The in_shp and in_raster paths look funny with the double backslash before the final quote. I would check each path with os.path.exists()

Do any of the files complete? Try to run GME from the command line to verify the arguments, etc.

comment How to use ArcGIS Data Interoperability tool in ArcPy?
Perhaps the Alias is incorrect. You can use Arcpy to list the available tools and toolboxes.

comment More Efficient Spatial join in Python without QGIS, ArcGIS, PostGIS, etc
Try this, seems adding None to an int is causing the error. poly_score = poly['properties']['score']) point_score = point['properties']['score']) if point_score: if poly_score poly['properties']['score']) += point_score else: poly['properties']['score']) = point_score

If you open neighborhood in 'r' mode, it might be read-only. Do both shapefiles have field population? What line # is throwing the error? Good luck.

comment Reading file geodatabases without using ArcObjects or any other licenses
Today, the OpenFileGDB driver cannot modify a file geodatabase. Hopefully, in the future, it will allow write access.

QGIS has an fTools plugin with "Vector Grid" tool. This is similar to ArcGIS Fishnet.

comment Programatically export labels to CAD based on another field value
The only ArcPy tool to create Annotation from labels is TiledLabelsToAnnotation_cartography. I'm not sure if this will work for your selected Buildings.
