While a good work around of getting the info into the legend I would still advocate not converting the legend to graphics just to match the point, especially with DDP (see comment above!)

I feel your pain. GIS can be super frustrating at times. My final suggestion is to use the Grass command of v.buffer.distance and see what happens. Also try the calculations without a basemap to doubly ensure that isn't affecting the projections. Yeah if you're using a double field then it's probably not that - but may be worth changing to the max decimal places allowed just to confirm. I'm running out of ideas but just to clarify are you adding together multiple rings of buffering or a single 50m buffer for each point? help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#//…

It might be a rounding error on the calculations. What field type are you using to do the calculations? - For example a short integer could lead to rounding errors as it only stores whole numbers whereas a Double would be better as it allows for decimal places. resources.arcgis.com/en/help/main/10.1/index.html#//…

True. However hacking a legend is one of my big pet peeves. I avoid this sort of thing at all costs because it invariably leads to errors further down the line if you need to make changes to the layer as it won't update the legend automatically. Especially in this case where it appears Data Driven Pages are involved - and therefore the change would need to be made multiple times.

That's why using a colour scheme rather than individual numbers in the points may be more suitable as the colours would be applied automatically.
