you can load OSM data into your own PostGIS database and use tiling script such Mapnik and TileStache to render the maps, but that would not works for mobile.

I use Mapnik in GeoDjango, im not sure about adding another server like TileStache. I would like to have its features but dont know if its good to bind it inside geodjango.

if you can create a tool that snaps entire polygon with JTS, you are really great! It is possible, but no one have done it in the Open community for now.

I agree with you, the only tools that I know that can snaps many nodes at a time are the ArcGIS 10.x topology tools such the edges to topology snapper.
