comment How to increase developer productivity with ESRI technology
@nw1 Silverlight can use the ArcGIS Server REST API (which is built on ArcObjects). It can also use MS SQL Server Spatial and other web base maps such as Bing Maps. To answer the specific question, the Silverlight SDK is not a wrapper for COM objects.

The ArcObjects .NET SDK are almost entirely runtime calliable wrappers for the underlying COM. The Silverlight/WPF SDK is not COM based.

comment Is there a map of map services somewhere?
I was going to jump in and say arcgis.com and the related ArcGIS.com on-premise product, but oddly enough... I don't see a map of maps... just a text based search.

comment Modify raster layer display and symbology properties programmatically with arcpy or ArcObjects
The Mosaic Dataset is designed to apply ortho rectification (i.e. the display properties) en masse. At ArcGIS 10.1, you will be able to apply an ortho-on-the-fly raster function using a GP tool. I don't know of anything for 10.0 off the top of my head.
