In general, the accuracy of cell phone-based accelerometers are pretty low. If you have a specific device in mind, people might be able to tell you if the accelerometer is going to be able to do what you want; WP7 is on relatively few devices afaik, so I assume that you already have one in mind.

MapServer is a single binary that can be put in place with no further 'installation' needed. However, the fact that you're asking about "PHP or JS" means to me that you're probably in a more limited hosting situation that doesn't allow you to use most software -- instead, you probably need PHP. You should probably either mention a host (so people can provide specific information) or, if PHP is all you're comfortable with, just limit the question to PHP rather than attempting to be more broad.

Running a Python CGI script inside of Tomcat is probably not going to work like that. The script is designed for people using Apache HTTPD to host their sites, not Tomcat. You'll need to do something different.

Additionally, OpenLayers has built in support for non Canvas technologies already available in browsers -- VML, SVG -- and has for years. In general, sticking to the HTML5 'buzzword' is skipping the "what problem am I solving?" step of looking for a solution...
