Thanks, yup, got those files and am barking up that alley. Trick is the data I've got is by zip+4, not by 15 digit FIPS and I don't have a way to get from 15 digit FIPS to zip+4.

Thanks for the response. Nope, not interested in offices -- we got that. Working on mating up some geodata with that list. There is a big difference between 112 and 113 -- the 113th takes into account the 2010 census data and changes district lines in some places. In some cases seats disappear and get added. Probably didn't happen in mature, stable city with machine politics that already gerrymandered the districts (like STL and BOS). But take a look at Texas for a good example.

@elrobis -- largely what you are thinking, though we are C# types here so we figured out how to talk to DBF files over ODBC and pulled them in that way. Could have hooked them directly to sql server but the file layouts were such that scripting / coding made a bit more sense. I'm happy to publish the dataset in a more useful format but I'm unsure where I should . ..

For the record, at the end of the day the best source was finding the TIGER shapefiles w/ population and extracting the DBF files and stuffing them into a modern database. Worked perfectly.

Thanks. Part of the problem is I don't need shapefiles at all -- just the FIPS and the population counts. I found someplace that would give me population and housing units down to 12 digit FIPS codes but nothing more granular . . .
