I ran into this issue AGAIN and this is what worked this time. I am running VS 2010 Express (C#) and targeting .NET 4.0. I had to uncomment the v4.0 supported runtime version and remove the v2.0 reference.

It really will depend on the accuracy of the input data (before and after simplification) and the accuracy of your satellite data. Removing point precision will also make your data less accurate (assuming it was truly accurate to start).

Run the Simplify Polygon or Simplify Line tool (depending on the type of shapefile). Don't worry about the coordinate precision for now - modifying this won't have as much of an effect.

Geodatabase replication is what you're looking for, but in order to use it you'll need to migrate to an RDMS from your current file geodatabase solution. PostgreSQL + ArcSDE would be a good option.

+1 @Vince. I can think of circumstances where a "GIS Expert" has no web or software development skills. For example, a team lead in a production GIS environment might do no development, but still be considered an "expert" in the realm of GIS.

The issue we have is we're working with topological data, which ESRI documentation explicitly states may break if we were to go the route of RDMS replication. My hope is that I can find a solution using our currently preferred replication method (ESRI), rather than using a different method.

@MichaelMiles-Stimson - You are correct, I am exporting the XML from a file geodatabase. I am using the ST_Geometry type. Interestingly enough, I have another Postgres database with the same setup that has the scale/origin set - I just don't know how (I wasn't the one to set that database up).

@blah238 - fair point. The next level would be obfuscating your code. This all depends on just how deep you want to go with code security and I would argue that you'll never get it totally secure when coding against COTS software.
