Do you have any experience with the ModelBuilder in ArcGIS? You can simply iterate the folders and grab the files, assuming they have standardized names. Are the shapefiles you want to merge all named something like "WATERBODY.shp"?

You can try the River Bathymetry Toolkit mentioned in @GBG's answer below. It will do much of what you state above (create a centerline, create cross sections at intervals, extract elevations). Defining the river banks can be much trickier though depending on how variable your water level is.

As far as the River Bathymetry Toolkit goes, you can use it to "flood" an input DEM as a means of estimating the maximum bank height. It will also allow you to detrend the DEM to remove the influence of longitudinal slope (among many other things). Source: was a developer on the RBT.

What type of LiDAR? Green LiDAR would give you bathymetry (penetrating the water surface) - others may be giving you something close to the water surface.

As for your first comment about responsiveness - Web AppBuilder still needs some CSS work. Some of the themes are clearly broken. Hopefully Esri will spend some time bug fixing this before the next release (v1.3). I've had to customize the CSS myself a few times in order to make certain themes and widgets responsive for mobile.

I don't understand the issue you are having. If you have polygons in an existing database you will need to take the coordinates that make up each polygon vertex and build your coordinate list as in the above code. Do you know how to parse out the vertex coordinate pairs?

You have already created your table and have added rows to it, so that's not the problem. In addition to using "Copy Features" on a table you're also trying to copy those features (table columns?) to...itself. What is your end goal?

If you're working with black and white photos you will want to look into performing a textural classification, not spectral. Do a quick search and you'll find several studies (usually in PDF format, so I won't link here).

Have you set scale-based visibility for the parcel layer? For example, configure ArcGIS Server to only make the layer visible when zoomed to a specific scale such as 1:10000. As you've seen, showing 800k parcels at once is going to be very intensive.
