Option 3 did it. During maintenance I'll set the borrow time to 30 days (just in case the server is down for an extended period of time) and then have everyone clear the path to the license server from their ArcGIS Administrator.

I ran into this issue AGAIN and this is what worked this time. I am running VS 2010 Express (C#) and targeting .NET 4.0. I had to uncomment the v4.0 supported runtime version and remove the v2.0 reference.

It really will depend on the accuracy of the input data (before and after simplification) and the accuracy of your satellite data. Removing point precision will also make your data less accurate (assuming it was truly accurate to start).

Run the Simplify Polygon or Simplify Line tool (depending on the type of shapefile). Don't worry about the coordinate precision for now - modifying this won't have as much of an effect.

Geodatabase replication is what you're looking for, but in order to use it you'll need to migrate to an RDMS from your current file geodatabase solution. PostgreSQL + ArcSDE would be a good option.

+1 @Vince. I can think of circumstances where a "GIS Expert" has no web or software development skills. For example, a team lead in a production GIS environment might do no development, but still be considered an "expert" in the realm of GIS.
