It looks like you are asking 2 separate questions here. The first of which (converting a jpg to shapefile) doesn't have a direct or uncomplicated route. The previous question has an excellent (accepted) answer and I would suggest starting there before worrying about integrating it into an app.

Thanks for your input Tom - your findings on LANDSAT accuracy for measuring stand height are in line with what I am finding in the literature. I agree that LIDAR is ideal, but unfortunately I need to cover a large area and the cost of LIDAR is prohibitive.

+1 These are concrete dams used to reduce the impact of flash floods, which are very common in arid regions on the coast of the Red Sea. Because of the river gradient, water from a flood event will have to fill each 'section' before it can spill over into the next. This increases the time it takes for water to reach the inhabited area, which in this case is the town of Quseer. They are essentially attempting to remove the 'flash' part of a flash flood.

If you're referencing ESRI Geoportal, it was developed under the Apache license. It will function with IIS as well, but you'll then have to configure both. Ideally you would only configure everything once, but you could develop on Apache and move to IIS, it will just mean some extra work later on.
