I think you need to provide some more information. What format is your database? How competent are you with GIS packages / spatial databases? Is your data already in a shapefile / some other GIS file format or do you know how to convert it? It's difficult to answer without this context as it could be a very big answer!

I'm sure this is a good tool, but unfortunately Join Field within the Model is at ArcInfo Licence level. So the model doesn't work if you don't have ArcInfo. I have tried to substitute this with another script - "JoinFieldArcView" but no joy yet

Good. I'm not sure there's much you can do if your dataset is too large for this method, short of upgrading your hardware, which of course is no guarantee that it will work and expensive. So your options are do it on several subsets and merge, or try another way. BTW - no pressure but if you're happy with the answer as it stands you could accept it ... Of course there are other ways, as underdark has alluded to

I am making a lot of assumptions here because the general agreement here is that you still haven't told us exactly what you want. But, assuming what you need is a polygon layer representing zip code boundaries, I would a) create voroni areas in a GIS b) load these into a PostGIS / Spatialite database. Assuming what you then want to work out the population around a certain point I would use Mersey Vikings instructions below. PHP / Python queries on the database might be more suitable than pure Ruby and while this is very doable there may be a few bumps along the way ...
