Can you un register the data as versioned and register again? My thought is that if the name of the view is following the naming convention then it is probably not created by the system. I wouldn't try to run sql updates/deletes to any versioned data in this view (I doubt it's a versioned view). What is the sql your trying to run? Specifically calling the stored procs used for this.

Thanks PolyGeo. I edited the tool name. I received word from esri that this is a known bug in the tool #NIM081760. I'd be interested in hearing of any work arounds.

I will check to see if I possibly did the transformation from the local crs (State Plane of South Texas (Zone 4204) and Datum NAD 1983) to 3587 instead of 3857.

Sorry changed second sentence to 'Per QGIS 2.2, I defined the projection to 'EPSG:3587 - NAD83(NSRS2007) / Michigan Central' in postgresql (maybe ArcMap). Data is in Postgresql 9.3.'
