For reading large files with Numpy, look at Python out of memory on large CSV file (numpy) or use the Pandas module

For CSV to VRT question, look at GDAL and OGR Virtual Format, reading *.csv file and creating shapefile of lines

The VRT format is a XML format and there are many Python modules for dealing with this matter.

comment Unable to call GDAL functionalities from Python
Rather than trying to use the Python shell of ~\QGIS Brighton\apps\Python27\Lib\site-packages\pythonwin\pythonwin.exe, use directly the Python console of QGIS as a classic shell. You can then use the osgeo Python module and Python GDAL/OGR Cookbook:Clip a GeoTiff with Shapefile.

comment Using pdb in QGIS console
The problem is that the console is a PyQT4 "window" and not a classic shell, look at Debugging a pyQT4 app?

field_name= "B23009e11" and d = {field_name:'Age:25-44'}gives d.keys() = ['B23009e11']and d['B23009e11'] = 'Age:25-44'
Dec

comment Script giving error accessing field name
ok, if I define a dictionary with d= dict(B23009e11='Age:25-44')the correct result is print dict['B23009e11'] and not print dict[[B23009e11]because B23009e11 is a variable non defined. You cannot make a dictionary with d = {B23009e11:'Age:25-44'}(you can try in a Python Shell)

The brackets are for accessing the value of a key print d['one']gives 2. What is the content of fld.name ?

comment Script giving error accessing field name
A Python dictionary has keys and values:d = dict(one=2, two=3) or d = {'one': 2, 'two': 3} but no d= dict(one) only
