@PolyGeo Point taken. Maybe Manny can focus rephrase his question to focus on creating imaginary maps. Also, to clarify on why it has to be web based. It is also unclear what fictional means when he mentioned OSM. Does it mean that the base map will be OSM data but there will be fictional places, buildings etc? Or will the landforms, landscape be all imaginary?

Welcome to GIS SE! What @iant said. The problem with asking two questions at a time is that you might get answers that are both right and wrong ( i.e. answer to first question is right but the answer to the second one is wrong).

Maybe you can try installing pgadmin itself? It should be a separate package. A yum install pgadmin3 or should do the trick (Assuming you have the right repositories)

Have you checked if pgadmin is at Applications > Programming? Alternatively, you could check if pgadmin is installed by running rpm -qa | grep pgadmin in your terminal.

By highlight do you mean syntax highlighting? .map files are just text files. Any code editor should do. What do you mean by easy ready? It is not a programming language.
