@ChrisW I just did some further testing and you're right - folders (but not datasets) do go to the Recycle Bin and can be recovered. And it was my fault about not seeing the warning message - I'd turned it off in the Recycle Bin settings.

Getting this to work would be one matter - ensuring that it's legal would be a whole separate issue. You should carefully read the MapQuest terms of service which states You may not commercially exploit the Materials or the underlying data... you may not create derivative works of the Materials

@mr.adam a KMZ file is just a zipped KML, so in your script you can rename it from whatever.kmz to whaterver.zip, unzip it, then make the change to the resulting KML

Note that this will work within ArcMap - but it won't have any effect on Google Earth or Google Maps, since the ArcMap HTML Popup setting only applies within the current MXD.

GeoScience Australia has a page which performs the calculations for you, but unfortunately doesn't show the formula used. There's an email address on that page so you could try asking for further info.

I would abandon the Google Maps part of your code - that's never going to work. Instead I would try to plot the results of the query as points (forget about the heatmap for the moment). So in the Success part of your callback you have access to the Data - add those points to the map as points. This will sort out any projection issues (by the way your data is projected and not lat/long). Once that is resolved, you can move on to creating a heatmap from the points
