I agree with @FelixIP, the ConvertTimeField command operates at a featureClass level, so it either works or it fails. If you need to ignore errors but keep the good values, you'll need to handle it yourself in a cursor. Or, pre-select the features as Michael and Emil suggested.

You could try resampling the tree canopy raster to a lower resolution - this would eliminate the "bridge" patches, while preserving the larger contiguous areas, to give you the "medium" and "large" clusters. Maintain the current "small" clusters from the high-resolution version.

Great advice above from PolyGeo. Once you've cleaned up your environment, I can also recommend PythonWin as it has a good debugging environment, which allows you to step through your code line-by-line - you can also interact with the command-line while in Break mode. To my knowledge IDLE doesn't have anything as good. Ensure that you install the version of PythonWin which comes with the ArcGIS Desktop installation media.

Good question. Can you elaborate on how the legend is created via the AJAX call? eg, what triggers the AJAX call? How does your application know which URLs to query - does it obtain the URLs from the map's layers, or from hard-coded paths? (This may or may not be related to the problem, but might help someone to arrive at a solution).
