At gdal 2.0 there is native support for multiprocessing - just append -wo NUM_THREADS=ALL_CPUS to your gdalwarp command.

I think I didn't phrase my question well. I know that shapefiles support prec. and scale. and I know how to specify them when adding a field in ArcMap. What I don't know is why the values that I pass in via scripting (AddField) are not respected.

Yeah - When adding a new field via both the Attribute Table and ArcToolbox - the scale and precision values are respected.

In my Arc experience, it almost always boils down to either 1) splitting your data up into {number of core} chunks, processing and reassembling or 2) reading everything into memory and letting x API handle the threading. note that this is not meant to discourage.
