comment How to activate snapping for layer you are drawing polygons in?
You need to add more detail. Show how you have snapping settings configured, what type of layer it is, what version of QGIS.

comment MSSQL Data Not Showing Up in QGIS
You could check your geometry, too. If you have invalid geometry, QGIS can do funny stuff...

comment FME - Filter Parameter choices to only projected coordinate systems
If you leave the projection out, the workflow will pick it up automatically from the dataset. Is it likely that you will encounter data that has no projection defined?

comment GeoServer - Caching with Response Headers Settings
Well, it removes the cache, so you wont have cached maps. It would be better to truncate the cached images only after the data changes. Otherwise, don't use GWC and read straight from GeoServer.

comment ArcGIS for Desktop on Linux?
You can try. Do you know how to install an application in wine? Just give it a go, it'll either work or not. Old applications generally do work, newer ones don't.

comment Merging data using FME
Hi @Juno well, if they are different in the CRCCalculator, then they're probably different! Why not try it with the Change Detector and get it working there, then optimise later if required?
