I am a GIS Technician at Glenorchy City Council in Tasmania. Currently enjoying learning web mapping stuff, using Leaflet as a mapping library.

Can you put this in your original question or as a reply? That way others can read it better. Glad you got it working!

You can have more than one thing happening at 'onEachFeature'. Where my code says 'layer.on({mouseover: highlightFeature ...' you should be able to get that in your code, and try replacing the actual functions with something like 'console.log('test')'. Ensure that you get into Chrome and its debugging tools, they're great! In order to get stuff happening best, would you like to share all your code somewhere? Then I can get a working example happening in your code.

comment What should be my learning progress regarding GIS open source
Definitely go OL3 over OL2. I have some examples of using Leaflet with GeoServer here: github.com/gccgisteam/maps-website and there's a nice, but pretty complex template here made by Bryan McBride: github.com/bmcbride/bootleaf and here's the start of a generic geoserver leaflet mapping tool made by me from Bryan's template: alexgleith.github.io/bootleaf_gs. (Note that my methods require CORS and JSONP enabled on your webserver and GeoServer).

I'd deviate a little bit and learn Leaflet for your javascript library instead. It's more widely used and easier. And GeoEXT is dated, in my view. Bootstrap does a whole lot of awesome stuff and is probably better as a UI library.

comment Can you create a work schematic using Mapinfo?
Can you please further define your question, perhaps with examples or reference to something similar? I don't know what kind of schematic or work flow process you are talking about.
