something like '"X" = {0} AND "Y" = {1}'.format(ANode.X, ANode.Y) should work. String formatting is a discussed in the python documentation.

Your feature layer is going to have the same query value for each row. Is it possible you meant to use something like """"X" = {}""".format(ANode.X)

comment Reorder rows of shapefile in the file
@Vince - I feel like an idiot. I'd like to delete my comment, but it serves as a reminder of what not to do. Thanks for setting me straight.

comment Reorder rows of shapefile in the file
I used to be able to do this by opening the .dbf file in MS Excel, doing a sort, and then saving as the ancient version of dbase that the shapefile use. I'm not sure if newer versions of Excel can still do this, but it is worth a try.

Try using Create Layer From Selected Features. I will post a more complete answer when SE lets me.

Check the line where you set the workspace in your updated code. You have truncated the y off the end of survey

What is the spatial references of the original raster? Sometimes small displacements like you have can be explained by the shift between different datums.

comment Why does dissolve stop working at 10.1?
There is either a bug in your Add-In or esri's code. I like to assume my Add-In code is perfect, and try to create the simplest possible irrefutable example to show esri how broken their code is. Usually this points me to my error.

@Justin, this is an issue with the window's task scheduler. How else were you planning to run a scheduled task.

You've answered the only question in your post. Sorry, but I don't understand what your real question is.
