comment Why are heatmaps on qgis 2.8.1 produced in the wrong CRS?
You can also use the on-the-fly heatmap generator on the layer style of the properties dialog.

It looks like the heatmaps are being referenced in image coordinates, not the coords of the SRS.

comment Transparent custom legend with mapbox/leaflet.js
The combo of both .map-legends and .wax-legends was what worked. With just .map-legends, the opacity is rendered, but there is still a solid white object behind it. When I added .wax-legends, I got the effect that I was looking for. Thanks for the exact answer that I needed and for giving me a better understanding of what is going on behind the scenes with mapbox.js

comment CRS for submission to Minnesota DOT
Dave, building on the answers below, my suggestion is to just go spatialreference.org/ref/epsg/26915/esriwkt copy the text string and paste it into an empty text document and save it as yourShapeName.prj Swap out the .prj created by QGIS with this new one.

The irony isn't lost on me that they don't distribute .prj with their data... I work with this SRS all of the time, and it is the same as the 'non-extended' 26915. The central meridian is still at -93. Features that fall in UTM Z14W or UTM Z16W are just given XY values expressed in Z15.

Like Kevin, I would point them to spatialreference.org/ref/epsg/26915 and if that doesn't work, ask them for a wkt representation of the SRS.

There is no such thing as UTM Z15 E. (Unless you count the area in the ocean off of Antarctica, but I am pretty sure that is not what they are looking for.)

comment Using ESRI geoprocessing services from a non-ESRI client (Python)?
To send a post request to an ESRI geocoder service, I am using the Python Requests module like this: r = requests.post(geocoderUri, params={"addresses":payload, "f":"json", "outSR":4326}) The payload var contains the json object that encodes the address data in the format that the service is expecting.

comment Do ArcGIS clients that direct-connect to postgresql/postgis databases override configuration settings?
Is the ESRI tool accessing the database as a user that even has rights to do that?

I think the trick is that there is no magic solution that fits all point sets. The computer doesn't know what you want it to look like in the end. st_concave_hull starts with a convex hull and then 'shrink wraps' it based on your value for target percent. I would increase the value of your target percent.

Can you provide an example or define what you mean by complex points? Multi-point features? I am pretty sure that the query that I provided will correctly solve the problem that you diagrammed.

If you are looking for a good PostGIS book, the new PostGIS Cookbook from PACKT is very good.
