comment Problem installing MbTiles plugin for GeoServer
From where exactly did you download the plugin? I can't seem to find a download link; Additionally, this is something worth posting to the Geoserver's dev list. Since it is a community plugin, it is experimental in nature, and might be buggy. that's the best place to get support for these kinds of thing

This question has become more confusing; What data format do you want to support? OS supplies some data in Shapefile format (ordnancesurvey.co.uk/opendatadownload/products.html) Which ArcGIS supports natively. I'll suggest that you narrow the question, and tell us which data format you want to work with.

@gcarrillo: We ended up writing the CartoCSS from scratch. It didn't take that long, and our designer was more happy writing the CSS, than he ever was fiddling around with the XML.

comment Free Android library to display tiles
The nutiteq SDK claims to support arbitrary map projections. I do not have experience with it, so can't really provide an example of using tiles in another projection, so that is something that you'll have to explore. Do note that it is not a free library, and you need to purchase a license.
