You could use <ExternalGraphic> to point to a graphic/image, or even use text with the Unicode value for ship. Note that if you use the latter, then you will need some font which can actually draw this symbol

In principle this is not a large number of features. The bottleneck is usually the data format. I'll suggest that you first upload both your shapefile and excel data to a database. Even a filegeodatabase will give you a much needed boost in the performance.

Something else is wrong. I have sucessfully configured Geoserver to use PostgreSQL defined via hostnames. It might be possible that your firewall, or routing tables prevent routing via domain names/ hostnames.

If you can do something with standard SLD, then you can do that in OpenLayers. The page that you have linked, uses hatching, and Hatching is not part of the SLD standard .

Have you looked at this sample: dev.openlayers.org/examples/sld.html. It shows how you read a sld file and apply it to a vector layer. I have used similar code in the past with great success.

Ok I misread your question. Your client's request header shouldn't send that header. Do you have any plugin or something else in your chrome that is attaching this to the request?

The Cache-Control:max-age=0 is being set by the server. That is what prevents the files from being cached. You cannot control that.
