comment Why are my points being flipped or mirrored when I convert from DMS to DD?
@Caged: it should be: (-(122.0 + (40.0/60.0) + (4.0819802/3600.0)))" note that the negative sign is outside the bracket.

Either the data you have shown is old, or you are not using the code that you have shown.-122.0, 40.0, 4.0819802 should be -122.66780055005556 and not -121.33219944994444 according to the code you have pasted.

comment how to remove a point or polygon in shapely python
What do you mean by 'remove the point'? do you want to delete the point from the shapefile? or mark one of the attributes? What code have you written so far? Where are you currently stuck?

comment Fixing Mapinfo export to Google Earth projection which is slightly off?
What makes you think that the Image in Google Maps is properly aligned? I've found often found areas where the Images are shifted by 10s of meters. Also can you tell how you know that the input data has the correct coordinates?

@Caged: For one point can you give the input in DMS & the output? I think that you are not applying the negative sign to the Minutes and second parts

Is the Data in the Western Hemisphere? Does the input longitude value have a negative sign? if not, then you just need to prepent a negative sign before your output.

So basically you are asking which tiles will cover your area? If so I'll suggest that you edit your question to clarify this.

what exactly are you trying to achieve? Why do you want the width and height at a particular zoom level?
