I'm not sure how this will solve the OP's issue. Could you add more information to this answer indicating the details?

Services don't go stale; But Maybe your data has changed? Some other process deleted/edited the feature?

@Then you need a domain. If you convert from CSV to a dbf/table, you can use this tool: resources.arcgis.com/en/help/main/10.1/index.html#//…

Doy mean a domain or a subtype? Will other fields depend or change according to these values?

comment Does OpenStreetMap have property boundaries?
You need to understand that the data in Open Street Maps is crowd sourced. It will be there when someone enters it into the OSM database. For some areays, someone might already have entered the parcel data. But there is no guarantee that it would be available worldwide. If that data is available in an open License, you yourself can add it to the OSM database, which will then become available in the maps.

comment Issue with a point insertion into a Geoserver points layer. WFS-T
I think you are very close to solving the issue. You just need to get your proxy working. please have a look at this answer on why it is needed: gis.stackexchange.com/questions/27729/… What WebServer are you using for hosting your Javascript Application?

The best way, would be to use WFS-T to insert an new feature. Can you tell me how you are creating this point, so that I can provide a general workflow on how you can do this?

comment Split data for OpenLayers
From your question, I'm getting the feeling that you are loading the data as a Vector layer (maybe GeoJSON or WFS..) Is that correct? I suggest that you publish a WMS service, and consume that.

comment Understanding Scale and Resolution between WGS84 and Web Mercator
Can you share a reproducable example or provide more information about the scale at which Layers switch on and off? WHat region of the world does the data belong to? I've never seen this happen. I've always seen services respect the scales, no matter what projection the data is requested in.

comment How to determine if an object is a circle
One more idea that you improve the threshold, is to set the threshold, based on the r (i.e. use a percentage threshold, instead of an absolute one).
