comment Bubbles getting shifted for WMS getMap if POST is used instead of GET, using gutter in both cases
It's still not clear what behaviour you are experiencing. What is a Bubble? Is it shifting, or the layer underneath it? How do you know the locations?

comment OpenLayers, symbol every 100 pixel on line symbolizer
If you can do something with standard SLD, then you can do that in OpenLayers. The page that you have linked, uses hatching, and Hatching is not part of the SLD standard .

Have you looked at this sample: dev.openlayers.org/examples/sld.html. It shows how you read a sld file and apply it to a vector layer. I have used similar code in the past with great success.

comment What would prevent ESRI JSAPI AMD modules from being cached?
Ok I misread your question. Your client's request header shouldn't send that header. Do you have any plugin or something else in your chrome that is attaching this to the request?

The Cache-Control:max-age=0 is being set by the server. That is what prevents the files from being cached. You cannot control that.

In the project.mml, search for 'Datasource'. You should find the shapefile's path there.

comment Openlayers - Maximum number of layers in LayerSwitcher
This isn't the answer you are looking for, but don't show so many layers. Not only will you face problems in the Layer switcher, but you'll also have performance issues. If many layers are on, and you pan/zoom the map many requests will be sent to the server, your application will be horrendously slow. If you still want to persist with these many layers, you'll have to make a custom layer switcher with a treeview, or use something like GeoExt
